Satellite design:
Need worst cases electron spectra, but worst case is hard to define.
Satellite anomaly resolution:
Need electron spectrum (and, at lower priority, plasma density) at time of anomaly at location of anomaly. Also need this information over history of mission to get a sense of whether time of anomaly was especially severe.
